The only thing I know is that in the english version there are two files 1 called usenglishbig.gvp and another caled usenglishASOS.gvp. I beleive these are  files for the english langauge. Perhaps someone can send them to you or you might be able to find them. I would tell you to try avsim but they are having server problems.
I would not be surprised if your files might say usegermanbig.gvp  and usegermanASOS.gvp I am not sure exactly where it is at in FS2004 you might have to search for any file with use*.*
By using the star dot star that will find any file that starts with use.
