Not quite - the POPE crowned the "emperor" - the first being Charlemagne - but this "Empire" wasn't as much an Empire as a loose confedaration of German(ic) kingdoms and principalities.

This remained a relatively unified (under Prussia) federation of German states. Bismarck was chancellor to William I, Frederick (only for 100 days) and William II (Queen Victoria's grandson).
