I just bought a Broadxent, 56K, V.92, Value, PCI fax modem to replace my ITU, V.90, K56flex Data/Fax (V.92 upgradeable) modem.
The point was to connect to the internet at 56kbps or maximum FCC allowed speed and use the multiplayer functions of my FS.
I installed it properly but my connection speed stays as it has always been, 26.4 kbps.
My ISP is V.92 compatible and supports 56kbps data rate. My local dial-up numbers are all V.92 compatible.
All phone line connections are good, otherwise I would see variations in the 26.4 kbps data rate which has remained fixed for over nine months, no matter the time of day.
The girl at office max, customer assistant/ super model, said the modem I was getting was a 56 kbps modem and her eyes sparkled when she said it so I believed her with all my heart and soul. More importantly, the specs said it handles the 56kbps data rate.
All my modem settings have been checked and double checked for the fastest rate possible.
Where am I going wrong?

Don't let that "Handshake" fool you. Have you tried flying online yet with the new modem installed?
I installed a US Robotics 56k Performance Pro modem and my handshake still says I am only connecting up at 28k, but fly online just fine.
Give it a try and see how it works. I might suggest that get TCPOptimizer, a free program from
http://www.speedguide.net
. Even though it looks like it is only for Broadband connections, it also has the option for dial up. You just select dial up and then select Optimize and hit OK. It will open up any bottlenecks in your modem for good throughput of data. I have been using it for a long time now.

Thanks for the link fireman, this appears to be the bottleneck: bandwidth * delay product:
Your RcvWindow limits you to: 233.6 kbps (29.2 KBytes/s) @ 200ms
Your RcvWindow limits you to: 93.44 kbps (11.68 KBytes/s) @ 500ms
Consider increasing your RWIN value to optimize TCP/IP for broadband
I downloaded the optimizer and will focus on the above problem, thanks again
