I don't think there are any programs avaiable to do this.  However, if you want to create guages by hand, get the Panels and Guages SDK from Microsoft.  If you do, I recomend you start with XML guages.  They are the easiest to learn.

Do most designers create XML guages when they create new guages.  The answer is No.  That is because, that type of guage only works in FS2002 and FS2004 and because .GAU guages have been around much longer.  As for the learning curve, isn't very steep at all (unlike .GAU guages, which take ages to learn).  I hope that answers your questions.

Are you wanting to design a new gauge to do something that another doesn't already do?  Or are you wanting to make a gauge that just LOOKS different, but has the same function and basic design as another?

Basicly what I mean is: Do you want to change the look of an existing gauge?

If so, there is a utility that can do that.  It takes out the *.bmps that are part of the gauge and makes them into a form you can edit, and then put back into the gauge.  I've messed around with it, and found it quite usefull.  I think the name is GaugeBMP, but I can't remember where I got it from.  Try either here or AVSim.

I think you will need one of the VB (Visual Basic) Runtimes installed. http://support.microsoft.com/default.aspx?scid=FH;[LN];vbruntime&
I don't know which one. It should tell you this in the Readme with the utility.
