I would like to help you but you might need to re-phrase that first. I can't figure out what the problem you're having is.
To take a wild guess I'm thinking your computer freezes when it's booting up windows? If that is the case then I suggest you start by typing 'msconfig' in the run command in the start menu. (I'm not sure if that works in windows ME though...) if it does, go to the start-up section and remove any files that you know you don't absolutly need to start up when the computer boots.
I'm guessing you have a crapload of stuff that runs when the computer is booted and you don't have enough ram to support all of it. (or your computer says 'Compaq' on the case)
In that case, apply a little duct tape over the compaq label, that should fix it up real quick.
