You can download Gmax http://www.discreet.com/products/gmax/gmaxconsumer/downloads_text.html
or search for the install program (gmax11.exe) on the FS2004 CDs. Either way you will need to register it online. No gamepack is included with FS2004. I assume this will be part of a future SDK. If you still have the FS2002 CDs you could extract the files from there.

In my FS9 Disk 1, gmax 1.2, tutorials and help files are in an "Extras" subfolder.

Like Hagar says, the actual converter is not included.

Then you're (qualified statement) out of luck until Microsoft releases the appropriate SDK.

I say qualified because there *might* be a roundabout way that I want to test before saying yes or no.

(gmax->quake->x->makemdl->FS for those wondering - while it *can* be done, I'm not sure about whether animations and texture information survives)
