My personal recommendation, and keep in mind I'm a newbie myself, would have to be PaintShop Pro by JASC software.

It's very easy to use, and it just does a great job in general.

The bad part?  You only get a free trial for 60 days.  However, I just happened to see it at Comp USA yesterday for $99 with a $30 mail in rebate.

Download it at www.jasc.com

#1- There are several free "full service" paint programs, some of which are linked to from the Simviation Design Utilities pages.  Notables are The Gimp! (good, but Linux based interface) and pixia.

#2 - Your blank/missing texutres in FS2002 may be that your textures are in 24-bit color.  The suggestion is to convert the textures to either DXT format, or 8-bit (256-color) format.  It's best you use Martin Wright's DXTBMP program for the conversions.
