What parameter in the aircraft.cfg file can change that will raise the speed at which the overspeed warning alarm comes on?

None. It's in the .air file. The one that I tweaked showed the parameter as "Max Speed". But, you'll need something like the Flight Dynamics Editor utility to edit the file.

is there an upgrade to the FDE that's out there so that it will recognize fs2k2?

I'm not sure.
There are other comparable editing programs, in the SimV Utilities section, some better, and some worse than FDE, but that's the only one I've used to edit my files, and I haven't had any problems with it.
It recognizes my FS2K2 just fine.

I'd recommend getting AirEd at:  http://members.dsl-only.net/~eagle/
