Search under HMNZS Waikato and you'll find it.
I checked that french site and Arrcab is definitely available there. Hope they got good lawyers. I downloaded some nice planes there, the F4 Phantom is particularly nice.

I think the point he is getting at is Abacus and Rich Hogen was asking people to take down all versions.
http://www.speakeasy.org/~rhogen/related_links_files/legalnote.txt
1) Previous versions of ArrestorCables (ArrCab)
are still ArrCab, they are not distinct, they
are not a separate piece of software. All versions
of ArrCab are the same piece of software, ArrCab,
and all versions are subject to the same property
ownership laws. The documentation in all previously
released versions of ArrCab is OBSOLETE and
SUPERCEDED by the distribution rights contract
between me and Abacus.
2) Abacus (
www.abacuspub.com
) is currently the
sole owner of DISTRIBUTION RIGHTS to ArrCab (all
versions). If you already own ArrCab you can
continue using it. Please do! Enjoy! But you
can't give it to anyone else. The only legal and
ethical way for you obtain a copy is by purchasing
it from Abacus.
If there is an airshow with in 2 states of me I'm there&&

I think it's got to be a voluntary thing with the websites, and most of them have voluntarily complied. If they ever want any future advertising business from Abacus they had better voluntarily comply.
My ArrCab package says:
YOU MAY FREELY DISTRIBUTE THE ORIGINAL, UNCHANGED ARCHIVE FILE AS LONG AS NO MONEY IS EVER MADE BY ITS DISTRIBUTION.
Mr. Hogen could not sell Abacus any more rights than he owned. If Abacus owns distribution rights they own them subject to my right to distribute it as stated above.
I'm not a piracy advocate but I don't appreciate the idea of someone buying distribution rights to freeware and then trying to claim it's no longer freeware. It's freeware and Abacus knows it.

That's where this line in their legal note comes in:
".... The documentation in all previously
released versions of ArrCab is OBSOLETE and
SUPERCEDED by the distribution rights contract
between me and Abacus...."
Keyword, here is "SUPERCEDED". So the legal stuff in the ReadMe files in all versions, don't mean anything anymore.
But, I think, honestly, if my next door neighbor wanted a copy, I think I would give him one. Just because. But, I'd have to swear him to secrecy, or kill him.

I still disagree. Abacus has no right to unilaterally decide that it is going to supercede Mr. Hogen's license.
Since arguing isn't going to get us anywhere I will say no more on the subject.
