I don't think you can if you've downloaded a new model. The VCs are hard-coded into the model file for the aircraft. You'd need to download a model with a VC, or a repaint for the default plane.

Hi-this is how I changed gauges...
If you have found a panel that you like...you can swap it into the aircraft you wish to fly by doing the following..
go into the FS aircraft folder...locate the plane you want to use...
open the folder-open the panel folder- delete the existing panel
copy and paste the new panel you want into that folder
open the notepad panel file, delete the info and copy and paste the info from the new panel into it.
open the gauges folder, delete the current gauges and copy and paste the gauges to match your new panel
make sure you copy the gauges into the gauges folder in FS to or they will not show up
hope that helps-

G_Alex. Zcottovision is correct. It's not possible to swap the DVC between different aircraft.
Wish_bear. You're referring to 2D Panels - not the DVC. The easiest way to install a new 2D panel is to rename the existing Panel folder to back it up. Panel.0 will do it. Then copy/paste the new Panel folder direct to the appropriate aircraft.
If this panel is from an aircraft which already works in FS2002 the gauges should already be installed.

'Then copy/paste the new Panel folder direct to the appropriate aircraft.' - or set up an alias to the panel you want to use - saves on multiple iterations of the same panel, especially if you regularly tweak them, like I do!
