From what I gather this "Slew mode" lets you move the aircraft anywhere you want - but how do you turn it on and control it?

Pressing Y activates slew mode. You can use the number pad keys to move the aircraft left/right/forwards/backwards, etc, and some of the F keys control height. Check the FS2002 controls menu to see exactly what does what.

For fine control you can also use the joystick. It doesn't go very fast but for fine positioning it works great.
Just be careful of your altitude. If you are above the ground when you deactivate Slew Mode your plane will take off flying at about a zillion knots. Hit "A" to lower the plane back to the ground ("Q" makes it go up).

Umm! Dumb question but when do you use it?

Use it any time you want to change your position. For instance, on an approach you find yourself too high and will overshoot and don't want to bother going around. If you want, you can put in slew mode, drop yourself closer to the runway, release the slew and land. Your exact position, speed and altitude will show at the top of the screen in red. Make sure you reset your speed before releasing the slew or you will drop like a rock. I use it on long hauls instrad of changing simulation speed. I move my speed up considerably then slow down as I approch my destination. 8)

It's especially useful while on the ground, and you want to change your starting point, or parking spot.

Slew mode is also very useful for scenery designers. Hit Q then F1 to place you at ground level after slewing.

It's also very handy when designing AFCAD files.
Thanks to FSUIPC, AFCAD and FS2002 link together and you can use slew to easily position your aircraft where you want a new gate. A lot less hassle than having to "drive" the plane around the scenery.
