Those frames don't seem to unreallistic.
I'm running a custom Dell 4550. Specs are as follows:
P4 2.4 GHz, 533 MHz FSB
512 MB PC2100 RAM
nVidia GeForce 4 4600 Ti 128MB
I'm using the 40.72 drivers and DX9. I have set the AGP apeture to 128MB, as setting this higher made no difference.
I Run FS2002 at max setting with all effects on, at 1280x1024x32, and get anywhere between 40-150fps. I've locked it at 50, and it seems to work fine. Under heavy load (ie, at meigs in the 757 I'm doing, I get about 22-24fps). In CFS2, I can get well over 200fps!
My reccomendations would be to close EVERYTHING down in the background that is not essential, on my system this frees up about 50MB of memory, and about 21% of the processor runtime. Next I would tweak the system, making one change at a time. If you have XP, create a restore point everytime.

www.futuremark.com and get 3dMark2002SE. You can run that and compare your computer to those of a similar spec.
