Depends - In certain cities yes. In the ORS (Oregon Revised Statutes) carpool lanes are require two or more bodies using a vehicle at any given time - It says nothing about live or dead.

Seriously though, we don't have carpool lanes where I'm from...closest we have is the 271 interchange where you have express-ways...
